I think he is more speaking to the 'phase 1' of the feasibility study, which was to determine which site is more favourable for the processing facility.. Their announced decision didn't include any real side by side comparison, zero figures/financial analysis,,, just that Tenindewa offers cheaper X, Y and Z and has A B and C benefits.
That's pretty much it, so it kind of was like a 'trust us, these outweigh the benefits of onsite processing'.
