habibi, as already mentioned, this is probably a flexible service for payments for materials/contracts in connection with the ongoing construction work. an pre payment agreement is a complex, contractual process that takes a certain amount of time. unfortunately, this can't be compared to driving through the local drive thru at mcdonald's - apparently for the majority of posters here this is the only point of contact with the global economy.

admittedly, further dilution is annoying and apparently can't be avoided. but you can't accuse the mgmt of not using the funds effectively to create added value in the future. their ratio of spending into the project is absolutley amazing. dyor.
