You have an interesting view on what acceptable behaviour is with shareholders money. If $17k is ok to take for doing nothing, where is the level that would upset you? $50k? $125k? $300k?
If you’re ok with directors taking anything from shareholders that was neither earned nor deserved then good luck to you.
If you stand for nothing you fall for everything.
