institutions wont buy at bargain basement prices probably because there are hundreds/thousands of cancer trials currently underway throughout the world as we speak. Every day we here of another potential promising drug with initial results etc etc. BP cant buy all of them. They will wait for data and then pay a premium to aquite it.
in regards to if the science was overwhelming why havent they put their hands in their pocket? Again YF and LC may be seeing amazing results but again these need to be verified by their peers. Once/if this is sunstantiated then happy days for cancer sufferers and share price sufferers all round.
