i guess all the WA onshore gas explorers/producers could get together and decide to allocate a percentage to domestic supply, do the maths on what capacity that produces, see how that looks against industry requirements going forward and then ask the government to allow gas exports up to a certain limit. That way they might be able to get on with their developments more quickly.
