Yes, but it could equally have been both - now there's a 'message'. Or both of them plus the Branch 3 (Cells and Tissues) Chief - as an OTP educational session for all of them on bleeding edge decision-making. Saves on memos. And can help avoid the feeling that one Branch Chief is being singled out. Or neither/ none of the Branch Chiefs, given their in-line regulatory signoff functions & responsibilities. In which case, as @Lopez has been pointing out from the getgo, the critical attendee is Dr Nicole Verdun, Director of the Super-Office.
And in any case, her involvement makes the attendance of any others a secondary consideration, at best IMO.
Good thing she took time out of her incredibly busy day to be there, eh? I wonder why.
