If there was a Cap Raise it won't be for Retail, It would be called a Emergency Cap Raise underwriting by Bank Fundies to Institutions and Sophisticated Investors, Retail is not underwriting so it doesn't guarantee that all share will be sold, and it takes to long if you need quick cash
