I would speculate that they were not asked too.
Tivan and Sumitomo entered into an Strategic Alliance Agreement before even the PFS. This capital raise will bring Tivan into a position of strength to negotiate a formal joint venture agreement.
Japan having a mandate to finance these types of projects under national security grounds why wouldn't you want the strongest hand when coming to negotiate the deal for the Fluorspar that everyone wants.
