Any other developer plus miners have to pay a Performance Guarantee Bond which is paid via a security to the Government if built on Public Lands. This Bond ensures that the decommissioning is done.
For freehold land, if the farmer is so dumb as not to ensure that the company installing the wind farm doesn't pay this Bond then they will suffer extreme losses when the windmill finishes its useful life.
