There is a large number of examples out there where the Chinses have chosen to avoid to FULLY meet their obligations under a "binding" contract. A previously entered into "binding" contract is what they agreed to "yesterday", not what they agree to today ! Don't waste time and energy on arguing back and forth when the Chinese will do whatever they like - particularly in Africa. Just hope we get some money in our bank accounts - and then be grateful if that happens.
