I am not sure of the unemployment issue as it may be well be temporary BTU (bathurst) looks to be establising a large opencut coal mine operation on the coast. This trajedy has impacted the nations psyche I for one hope PRC never reopens its just too much of a wildcard an accident like this will happen again, the cost is too great and no one seems to mention PRC has needed 4 placements to date, an indication of how much it was over hyped as a mine and its inability to turn a profit.
On a cost benifit analysis, the cost I would think the commisions will find the cost is far too high not only monetery but also in potential grief.
