The share price reaction seems to be more about the forecast CAPX: $180 to $190M in 2025 and $100M in 2026.
The issue is how will this CAPEX be funded. This is likely to be from either: more debt (higher interest expense) or reduced dividends or share issue or a combination of these.
Either way this will hurt shareholders' immediate returns.
