Very interesting @Slyxer I wonder if it is due to the increased ship loading rates. If the TSA skardon and Ikamba are loading at a rate quicker that we can turn the barges around to them possibly the decision was made to short load the barges to turn them around quicker and ensure the ship loaders have product to load. Perhaps when the next barge turns up this issue may be resolved.
All a guess but makes sense to me.
