In simple terms, the graphite must have been below managements expectations and its customers specifications to reduce the output. I cannot wait to September to see how bad this lemon is. Will Jinpeng still be operating the plant, or will this be controlled by new owners?

You forgot that one of the target improvements could be recovery percentage. That wouldn't change the quality of the graphite concentrate being produced. Improving recovery just reduces the amount of graphite in the tailings.
