i think the run is from his marketing being simple and easy to understand. The market can be incredibly lazy with penny stocks and put them in the "speculative" bag
Larvotto isn't speculative - it has a resource, infrastructure and two commodity exposures
It's pretty hard to get that all packaged up with only 70m capex to get it online
