Lappy you are so blinded by the left it's incredible. The E-W link was a tollway that joined up two existing freeways and provided a second option for driving across the city. Instead of that Andrews built(still not even close to finished!!!) a tollway that terminates into city streets, it's the height of stupid but somehow you think it's a good idea. One only needs to look at the eastern freeway or peninsula link(when it terminated at Ferntree Gully rd) to see how dumb it is to have a freeway/tollway ending in city streets, it just becomes a car park
