The Tullamarine Fwy and the Eastern Fwy feed traffic into the central city area and the E-W Link was designed to exacerbate just that! It would have done next to nothing about heavy traffic accessing Melbourne's mushrooming North and the entire West and indeed was probably a plan to prevent expansion into those regions of the city.
The Monash Fwy was built with too few lanes and the Burnley Tunnel had disaster written all over it from the outset. How they interfaced with the Westgate Fwy and Bolte Bridge has had to be reworked so many times I've lost count and even today includes whoopy-do 360' sharp turning on-ramps.
