The Kremlin was the seat of power in the Soviet Union. Decisions relating to the Soviet Union were made from the Kremlin. Including the decision to deliberately starve 3-5 million Ukrainians to death. That deliberate genocide was just one of the many crimes against humanity made by the Kremlin.
