Shorts only borrow and dont own the stocks so they dont have voting rights. It's the instos who lend the stocks to shorters, observe the voting rights.
12/09/23 was when GR became sub holder on Ltr. The shorts then shot up from 4% on 11/09 to 8% on 27/09 in two weeks.
If there was a reasonable chance someone was accumulating lrs to build a blocking stake, we would have observed similar behaviour with our short positions.
Wait and watch, see what the future holds for us.
