Firstly, there is a platform called NEATS which anyone can access.
Secondly, we used to have a PM called Scott Morrison who raised the profile of PEP11 to a level exceeding 99% of any of other title that has ever existed.
Thirdly, PEP11 has been mentioned in Parliament on more than 20 occasions since the SVE was lodged.
If there is any person in Australia today who hasn't heard of PEP11, your ads won't reach them, they are literally under a rock.
One day you will grasp the NOPTA process but you are way off it at the moment.
