NioCorp have been supposedly "developing" that project for years now....and it has gone nowhere. Have a look at their website. Clearly the development cost can't be justified with those sort of grades. I think you can rule them out for the foreseeable future. The decline in their share price is down to the realisation by investors that the project isn't financially viable and unlikely to proceed.
If only there was a niobium deposit somewhere with substantially higher grades and a much larger deposit......oh, hang on
