It basically says they cannot be certain that the tech will have a home when they get to the finish line as the pace of change is rapid in this space.
Remember, a successful PL4 was supposed to be enough to secure a transaction - PL5 and PL6, taking it down to 20 nm were never a consideration. However, the tech is proving to be a lot more capable that what was originally expected too. (eg, the variable resistance memory capability for analogue computing)
