I think reactor run time is a key factor. The reason the price has not been rising is that the reactor keeps hitting some problem and shuts down, which then takes a long time to prepare for its next run. I hope the CDP has continued in operation since the 240 hour announcement but I think the price would have risen if that was the case. It would be impossible to prevent news of the CDP operating status from leaking out. Once they have a few thousands of hours operating producing the desired characteristic graphite, and dispatching that graphite to interested customers, which can happen before the end of the year or before the options expire, I would hope to see some significant price gains during that period.
