Usually a company that does not make profit would not be paying tax. However the duty rates are taxed on revenue not profit. Therefore the casino is paying crazy amounts of tax despite not making any money. They are not asking for a hand out just a tax reduction so they can maintain viability. Anyone who runs this is going to require a tax cut for it to be viable. The government is either forcing them out to business to give that tax cut to another entity eg Blackstone or the casino will shut permanently with no operator. Whoever runs this is going to require a tax reduction eventually it is very easy to see.
