CMS explicitly do not care about poor compliance with drops. They think that is irrelevant. They say MIGS companies are just using it as a lame excuse to sell their products, which otherwise have unproven efficacy.
All that matters to CMS is efficacy in managing the condition. Read the LCD.
I'm not saying they're right to take that view. But that is their view.
