    Because RMS didn't have the lease.

    The lease was acquired from AUE, a different entity & they encountered some tough drilling conditions. From what I can tell, AUE appears to be the one who drilled the 18 deeper holes on the lease, as mentioned in the NKL ann, so another entity must have been responsible for the other shallow drill depths.
