The Ministry may rightfully be asking questions about WDSs capacity as operator to undertake such a potentially vast development
Projects with a smaller PEL footprint are under the control of Corporations and Govt backed entities with significantly more financial muscle than WDS
It's very clear that the Namibian's are keen on a "holistic" approach that will create broad social benefits, and stuffing around with sell downs and changes in operatorship will only slow the path to development.
