The seismic license only allows WDS to show 3D data to other parties before they take up their option. It has nothing to do with their suitability. WDS can exercise their option and become a part owner of PEL87. This is not subject to any review by NAMCOR or the Namibian government as far as I know. Once a partner, WDS can show the 3D to whoever they want so it seems likely that when entering the deal with PCL they were thinking of bringing in another party.
