The sun tax is because the rollout of solar has been too successful and because we haven't upgraded the grid as quickly as we should have .
The pace of technological change also has a bit to do with it as well .
Hence we are producing too much solar power during the day . So to encourage people to do something to to help absorb that surplus a financial incentive has been created.
