What has that got to do with manipulation??
It is normal for retail shareholders (in particular) to sit just below whatever the price is because they don't care whether they get the shares or not, but if they do they do well. Also, the way IMU trades, even on good news, means their chances are good - but if they miss out then they do miss out BIG.
