You mean the the 1997 Russian–Ukrainian Treaty on Friendship, Cooperation, and Partnership reaffirming the inviolability of the borders between both states, and requiring Russian forces in Crimea to respect the sovereignty of Ukraine, honor its legislation and not interfere in the internal affairs of the country ?
