Renard and London aren't fair comparisons, even though they are at similar latitudes, they both have very different climates due to different factors, Renard is on large land mass right in the middle of Quebec making it much colder in the Winter, while London is on the Southend of an island and influenced a lot more by warmer sea temperatures to the South, London is also influenced by the urban heat island effect, due to it being a highly densely populated city it's warmer in London than outside of London. Renard has a sub-arctic climate and London has an Oceanic climate.

But someone else can give a much better detailed scientific explanation on the climate of both locations than I can.

However just because parts of Canada regularly get to -20 and below, doesn't mean they can't mine, Canadians have a massive mining history, they are famous for their gold.

And yes Quebec is one of the big 3 mining territories of Canada.
