re the share price being manipulated; I think that is a no brainer, that us long timers have seen; we need to live with it and even embrace it (buy more shares!)
the rest of the info is well and truly in market; one buys or sells on the belief of what will happen over the next 1 to 2 years; to me this is almost at 10 cent share (even after the dilution) with 60% 'risk' of going broke, hence a 4 cent price; Mr Market is giving it a price for a reason (I dont agree, but I think I understand)
