Seismic licence is a mute point if WDS exercised it option. They would.immediately become the operator and do what they want, when the want based on the current extension conditions.
So why they have not bothered to opt in this far is the burning question with no definitive answers. The only way PCL can force WDS to opt in is to get the Seismic licence approved and wait the 180 days then they must opt in (unless there is an out clause we don't know about)
