    Firstly,

    I do not think that APG has confirmed or denied that Kronos will be funding the plant.

    So until a funding agreement is announced we will not know for sure who it is.

    Yes probably Kronos based on recent announcement and MT comments at the AGM but we will have to wait for the announcement to be sure.
