What about the use or lose legislation? Is this not how Anglo lost all the Modikwe properties in the first place?

I also do not see that they would be able to get all 9 farms for nothing so does it make sense to pay compensation just to freeze everything. They could follow Xstrata's lead and develop their own power generation capacity instead of paying compensation and then develop the mines.
