First of all, you need to spell the word "Ukraine" correctly. Ukrainians would not appreciate you disrespectfully distorting the name of their country.

The nukes were manufactured in USSR.
Launch sequence and operational control was always maintained out of Moscow, not Ukraine . Even after USSR collapsed.
Ukraine never had any control over those nukes. Kiev could not launch or use those nukes if it ever came to it.
Ukraine had no financial or technical capabilities to maintain those nukes. Because all of that was done out of Moscow.
USA was the most vocal country that demanded Ukraine get rid of it's nukes.
USA, UK and Russia's assurances were conditional. USA broke those conditions when it started meddling in Ukraine, pretty much annulling the agreement.
