Unfortunately, you're being disingenuous. The 0% statistics were for 24 months, not 12. The case was also only submitted to the judicial secretary's unit on the 13th of December. An important fact as the judicial secretary's job is to prepare and then present the case for the justices. The case was effectively stalled by obstructionist lawyers up until this point.

Percentage of pending cases older than 12 months

• 0,9% in 2023
• 0,9% in 2022
• 0,4% in 2021

Also, it's not a 4 month maximum turnaround, but rather a target.

"The supreme court determines their own operational targets. These targets are measured as turn-around times for determined cases and are measured at the 90th percentile. This means that 90 percent of the cases should have the target turnaround time or less."

That does not mean that all cases will have similar turnaround times. A more complicated 200+ page mining decision will not be the same as a simple fence dispute.
