    I didn't say that.
    Just saying that your article clearly explains that attacks on Sumy have increased since Kursk.
    I also recall that Russia have allowed strikes without requiring 'higher approval', which was apparently a decision that came after the AFU attack on Kursk.
    It seems life was better before this change, doesn't it?
