If Tony is a astute as he seems to be then he would be aware how to deal with politics and I doubt that the USD 870 had any deep significance- just the current price at the time and a way of attempting to kick politicians into action.
If the current price had been around USD 830 he would probably have used that figure. So I don't read this as being a significant price point for LTR.
Admittedly it could be higher or lower. We mortals will have to wait and see.
