They did - and it's been discussed here multiple times. The petrophysical data from SE2 pointed to gas using SE1 data as offset, so there was no need to pause for thought before drilling SE3. They chose to drill both before testing both together to save cost rather than standing up a test crew and equipment for SE2 and then having to stand them down for a few weeks. It was the right thing to do unless they were both duds, but as I said, the drill data (mainly the very low salinity water) threw off a lot of the interpretations. It is very easy to go back and judge with the benefit of hindsight.
