I would think that they got first dibs on their allocation, and received it all in the first tranche.

The only other alternative, which would usually happen, is that the two tranches would have been split and the first tranche would have given each participant a proportional amount based on their total allocation.

IF EECP received that same proportion for the upcoming 500M odd, that would put them well above their 10% threshold they’ve been operating within.
