Hey Sabine,
I don’t think your idea is necessarily wrong or out of this world, however I think if the company had appealed it they would’ve notified the market. I strongly suspect it’s external to both parties, especially because TMT and the EPA had engaged throughout the process, it would be strange for AVL+ to not have had whatever it could be covered off earlier.
