when I was driving 4 days/wk to work in Sydney.... 350km round trip, I would probably agree. a road tax per/km would be better. but then my cars/m'cycles have always used low petrol kms.
now I'm retired and my old ute only ever goes bush for firewood, my charge per km would be very low..... and of course I no longer drive to Sydney unless theres a great concert or art/theatre to go to.
but it would let off the gas guzzler monsters on the road. these are typically much heavier and harder on the roads. the vehicles that consume more than 10L/100km should be paying much much more.
