It appears now that the problem is definitely Namcor not wanting to come to the party; and the reason I think, IMHO, is because they don't want WDS as a partner. It cannot possibly be anything to do with PCL, or SINTANA, afterall they are already partners.
My feeling is that they don't like the way how WDS work OR they think that WDS is not big enough compared to the others and so cannot move as fast.
Could also be a case of anything to get a few more %.
This legal wrangle would also explain presence of lawyers going back to the time of the Conference.
All that aside, opinions of most on HC is why not tell us the reason for the delay PCL, so it's out in the open?
