    Seems illegal small scale mining is a MAJOR issue in the current parliament leading up to Federal elections in December.
    I wonder if this issue is causing a delay, politically speaking...if it doesn't get done this Parliament, who knows about the next one, and who will be in charge, and what their agenda is
