10K of that sell at 12.70 was after hours under the code EXTX which is designated "exchange traded funds, special crossing". Went back and had a look at last 4 days, there has been similar trades after close, not all EXTX but various other codes only used between funds. One special crossing of 110K yesterday at VWAP. So if they are doing it at end of day they are probably selling during the day as well.
Can't say for sure but NEU could be either being removed/reduced from an ETF, potentially a biotech ETF, either based here or US. Might explain the indiscriminate selling even as shorts are closing. I think there are a fair few intraday shorts as traders have worked out what is happening and fading any rallies.
Will keep an eye on it to see if it subsides.
