Australia must provide the people smugglers with seaworthy boats and a professional crew of qualified merchant seamen so that this won't happen again. This will eliminate all the tedious formalities of confiscating boats, prosecuting boat owners/operators, save the country a fortune in naval and coastguard patrol vessels and enable the processing of the "refugees" to start before they've even arrived in Australian coastal waters.
