I think your comment/question was misunderstood just because of how it was worded,
"If you think that I should make a mining company investment decision on whether or not the power should come from a nearby solar generator or from the state grid, then you are a suitable candidate for the nutty Green Party"
Is this what you meant? "if i had a choice of solar or the grid, i would take the grid all day long" If that is what you meant, then we are in complete agreement, however, i see nothing wrong with having the ability to utilise both the grid and renewables, on some days, the excess solar will be cheap as anything and during the night and days when solar is not available, the grid would work well.
I don't know enough about the local rules when it comes to power supply agreements, so i am not even sure that you can alternate between one and the other, but if it was possible, then it is worth exploring because on page 6 of the Scoping Study, it states, Annual power costs at commercial production average US$75.1M. any opportunity to reduce that bill is worth following up.
In terms of local solar suppliers and their capacity, the Ivanpah Solar facility is located a about 10km away and has a capacity of 392 megawatts (MW) of electricity. NV energy feeds about 3,000MW into the grid daily and is increasing its capacity by 1200MW within the next 12 months...just saying there may be opportunities to reduce costs if there is excess solar and it can be tapped
