I agree with you that it is syndicated and one is waiting for the other, but I'm pretty sure (from what I read) it's the rigorous and independent SA com bank process that is the one holding it up atm.
I do have a problem with MQ and Rudi making those verbal announcements (with caveats) because it demonstrates ill-discipline and it does put pressure on the last CR. Finance needs to come through in the next month before it becomes very costly.
But all will be forgotten if this syndicated finance comes in that time, SP shoots up and GP keeps hitting new ATH's.
